Project Resource Plan template | Project Planning Management

A Resource Plan identifies the physical resources required to complete the project. A typical Resource Plan includes:
  • A list of the types of resources (labor, equipment and materials) required
  • A schedule outlining when each of the resources is required to be utilized
  • An assignment of each resource to a set of activities to be completed.
  • To create a Resource Plan, the following steps are undertaken:
  • List the general types of resources to be utilized on the project
  • Identify the number of resources and purpose of each type of resource
  • Identify when the resources are required by completing a ‘Resource Schedule’ table
  • Allocate the resources to project activities by completing a ‘Resource Usage’ table.



When to use a resource plan?

A Resource Plan is typically developed towards the end of the Project Planning phase, after the Work Breakdown Structure (WBS) has been identified. Although summarized resource information may be described within the Business Case, Feasibility Study, Terms of Reference or Project Plan, a detailed Resource Plan cannot be created until every activity and task within the Project Plan has been identified.

For simple projects, it may be necessary to enter only the resource name against the project activity (on the Project Plan), especially if using a planning tool such as Microsoft Project. For larger, more complex projects, a full resource plan (provided by this document) should be completed to ensure that the resource allocation is both accurate and appropriate.


How to Use this template?

This document provides a guide on the topics usually included in a Resource Plan. Sections may be added, removed or redefined at your leisure to meet your particular business circumstance.  Example tables, diagrams and charts have been added (where suitable) to provide further guidance on how to complete each relevant section.

General Information:

Information to be provided in this section is general in nature and provides the necessary information about the organization of the project and project participants. Usually the general information may contain project name and identification number, date of project, controlling agency details, details of person who prepare this document.
Resource profiles:

Determine the major resources that will be needed in order to proceed with the execution of the project.  These resources may include the following:  People, money, equipment, facilities, materials and supplies, and information technology. Provide a general description of the major resources that will be needed in order to proceed with the execution of the project.  These resources may include: Roles (People), Equipment, Facilities, Materials and Supplies, and Services.
Labor

List all of the roles, responsibilities and skill-sets required by completing the following table:

Material

Project Resource

For each of the resources needed determine the following: (1.) Cost estimates for each resource, (2.) Availability of each resource, and (3.) Estimated quality and (4.) output of people and equipment resources. (Insert rows as needed.)

Schedule

Now that the resource types have been listed, we need to identify when each of these resources is required for the project. A detailed Resource Plan will list the specific resources required for every day of the project. For simplicity, the following example lists the resources required on a monthly basis.

Usage

It is also important to identify which activities the resources will be allocated against during the project. A detailed Resource Plan will define the activities which each resource will undertake for each ‘day’ on the project. For simplicity, the following example provides a listing of the activities which each resource will undertake, on a ‘monthly’ basis.

Resource Staffing Plan

After establishing the human resources required for the project, develop a staffing plan that shows the number of personnel, by type, that will be required on the project on a monthly basis. (In place of Month, insert name of month as appropriate. Insert additional rows as needed.).
