Reforms for occupations/practitioners in the construction industry have gradually begun. construction engineers, supervision engineers, cost engineers, safety engineering, fire engineers, "eight members", etc., from the adjustment of examination policies to the substantial optimization of the registration practice process, a series of policies have been introduced.
supervision is no longer "mandatory" to meet the conditions to not hire a project supervisor!
this year, the adjustment of the supervision industry is relatively large, and the examination methods are adjusted, certificates are merged, and examinations are unified. the registered supervising engineer may serve as the person in charge of the general contracting project. other registered persons or intermediate titles may also serve as super intentional engineers. these reforms are bound to lead to changes in the supervision industry.
about the outlook:
1. Many places have made it clear that supervision is no longer mandatory
in 2018, the decision of the ministry of housing and urban-rural development on amending the measures for the administration of construction permits for construction projects deleted the only content in the measures that involves "supervision" - item 7 of the first paragraph of article 4 that "the project that should be entrusted to supervision in accordance with the regulations has been entrusted to supervision".
since then, many provinces, prefectures and cities have clearly no longer imposed supervision on the construction of small and medium-sized projects.
The department of housing and urban-rural development of province issued a notice to solicit public opinions on "optimization project supervision", proposing:
the construction unit independently chooses to supervise. construction units are encouraged to choose the owner's project management or the whole process of engineering consulting services, and may no longer be entrusted with supervision.
support self-management of non-mandatory supervised projects. the provisions on standards for the scope and scale of construction project supervision (decree no. 86 of the ministry of construction of the people's republic of American) clearly stipulates that new construction, reconstruction and expansion of housing construction and municipal infrastructure projects outside the scope of supervision must be carried out, and the construction unit may implement self-management.
the construction unit bears the primary responsibility for the quality and safety of the project. for self-managed projects, the construction unit shall appoint the project leader in writing and allocate technical and management personnel with corresponding professional qualifications.
when a project implementing the self-management mode of the construction unit goes through the construction permit formalities, it may no longer provide the relevant information of the supervision unit.
encourage a team of pilot architects for small projects with the capacity to guide and supervise the quality and safety of construction.
The department of housing and urban-rural development of shanxi province issued the notice on further improving the supervision and management of housing construction and municipal infrastructure projects.
in addition to national key projects, large and medium-sized public utility projects, other projects may not implement project construction supervision, and the construction unit shall bear the statutory responsibilities and obligations of project supervision.
encourage qualified small projects to pilot a new management model in which teams of architects guide and supervise construction quality.
for projects in which the construction unit entrusts an engineering consulting service institution with supervision qualifications to carry out project management or whole-process engineering consulting services, it may no longer entrust supervision within the scope of the supervision qualification permit.
2. Alternative means of supervision
1. self-management and entrusted consultation of the construction unit:
Construction units can make their own decisions to choose other management models such as supervision or whole-process engineering consulting services. encourage qualified construction units to implement the self-management model.
Construction units can perform supervision duties by hiring professional and technical personnel with bachelor's degree or above in architecture, engineering or construction engineering management as internal engineers.

in 2017, the opinions of the general office of the state council on promoting the sustainable and healthy development of the construction industry (guo ban fa [2017] no. 19) pointed out that it is necessary to cultivate whole-process engineering consulting, "encouraging investment consulting, survey, design, supervision, bidding agency, cost and other enterprises to adopt joint operation, mergers and acquisitions and restructuring to develop whole-process engineering consulting." ”
The department of housing and urban-rural development of hebei province issued a notice on the "guiding opinions on promoting the transformation, upgrading and innovative development of project supervision enterprises":
vigorously developing the whole process of engineering consulting that is guided by market demand and meets the diversified needs of clients is an important direction for the transformation and upgrading of supervision enterprises.
encourage project supervision enterprises to expand the service field to the "upstream and downstream" on the basis of construction stage supervision, and provide diversified "menu-style" consulting services such as project consulting, bidding agency, cost consulting, project management, and on-site supervision.
for projects that select enterprises with corresponding project supervision qualifications to carry out the whole process of engineering consulting services, they may no longer be entrusted with supervision.
2. replace supervision with "insurance"
For projects that can not be hired for project supervision, and the construction unit does not have the management ability, it can manage the project construction by purchasing insurance for potential defects in the quality of the project and entrusting the risk management agency by the insurance company.
3. The government purchases supervision and inspection services
on june 1, the ministry of housing and urban-rural development issued the letter on soliciting opinions on the government's pilot program for purchasing supervision and inspection services (draft for solicitation of comments).
1. explore the transformation of project supervision services, and cultivate a number of project supervision enterprises with inspection service capabilities through the pilot project of government procurement of supervision and inspection services.
2. supervision and inspection service: it takes the control of major risks of the project as the main line, adopts flight inspection, inspection and other work methods, monitors, tests and judgments on important parts of the construction project and key risk points, and puts forward disposal suggestions. the main service contents include: the legality of market entities and the identification of contract validity; the inspection of dangerous projects (sub-projects with greater risks); the monitoring and testing of special equipment and key parts; and the acceptance suggestions for the completion of the project.
about practicing:
1. The scope of practice has been expanded
in december 2019, the ministry of housing and urban-rural development and the national development and reform commission jointly issued the administrative measures for the general contracting of housing construction and municipal infrastructure projects, which clarified that from 1 march 2020, the registered supervision engineer can serve as the project manager of the general contracting project.
as we all know, the epc project manager is not the epc project manager, and the scope of practice is relatively broader.
epc:
it refers to the enterprise engaged in the general contracting of the project entrusted by the owner to carry out the whole process or several stages of the feasibility study, survey, design, procurement, construction, trial operation (completion acceptance) of the project in accordance with the contract. the general contracting enterprise is fully responsible for the quality, safety, construction period and cost of the contracted project.
construction general contractor:
it means that the owner will contract all the construction tasks to the construction enterprise with the construction general contracting qualification, and the enterprise with the construction general contracting qualification shall be responsible to the construction unit in accordance with the contract and contract to complete the construction task.
without a doubt, this is a positive!
2. The threshold for practicing law has been raised
In march 2019, the regulations on the management of supervision personnel of housing construction and municipal infrastructure projects in New York clarified that as a supervising engineer, he or she should have a bachelor's degree or above in engineering related majors, and have more than 3 years of supervision work experience.
As a supervising engineer, you must have the qualification of "registered supervision engineer" and have a bachelor's degree or above; as a supervision engineer of a small project construction site, you must have the qualification of "registered supervision engineer" and have a bachelor's degree or above.
3. Competition in the same industry has increased
The American construction supervision association promulgated the "staffing standards for project supervision institutions (trial implementation)" (housing construction engineering part), which increased the recognition of first-level and second-level registration certificates for the post of chief engineer.
The article 6 specifies that the supervising engineer shall be appointed in writing by the legal representative of the project supervision unit, who shall be responsible for performing the construction project supervision contract, presiding over the work of the project supervision agency or other registered engineering technology and economic personnel who meet the provisions of this standard.
this sentence is different from the previous expression, and it is clear that other engineering and technical and economic registration personnel can also serve as supervising engineers.
in article 2.03 of the "staffing standards for project supervision bodies (trial implementation)":
for other first-level registered personnel in the supervision business of industry organizations who have the ability to organize management and coordination and have been trained in the supervision business of industry organizations, they can also serve as the chief engineer of the second-level engineering project of this major (registered major);
other engineering technology, economic second-level registered personnel who have undergone supervision business training of industry organizations, or personnel with intermediate professional and technical titles and above, may serve as the chief engineer or director engineer representative of the third-level engineering project of the major.
increased recognition of first-level and second-level registration certificates, increased job competition. in the future, the interoperability of registration certificates may be greatly enhanced.

The general office of the ministry of housing and urban-rural development issued the notice on adjusting the indicators of registered personnel of grade a qualification standards for project supervision enterprises.
from february 1, 2019, when reviewing the application for grade a qualification (including upgrade, continuation and change) of the project supervision profession, the indicators of registered personnel shall be approved according to the requirements of the corresponding professional grade b qualification standards.
previously, the "qualification standards for project supervision enterprises" required the following requirements for the registration of "professional qualification standards":
1. Grade A
the total number of registered supervision engineers, registered cost engineers, first-class registered constructors, first-class registered architects, first-class registered structural engineers or other registered engineers in survey and design shall not be less than 25 person-times;
Among them, the number of corresponding professional registered supervision engineers shall not be less than the number of people required in the "number of professional qualified registered supervision engineers allocation table" (appendix 1), and the registered cost engineer shall not be less than 2.
2. Grade B
the total number of registered supervision engineers, registered cost engineers, first-class registered constructors, first-class registered architects, first-class registered structural engineers or other registered engineers in survey and design shall not be less than 15 person-times.
Among them, the number of corresponding professional registered supervision engineers shall not be less than the number of people required in the "number of professional qualification registered supervision engineers allocation table" (appendix 1), and the registered cost engineer shall not be less than 1 person.
Although the number of registered personnel requirements has been reduced, on-site performance inspections have been greatly enhanced.
5.
The "intermediate title" requirement for supervising engineers will be abolished.
Those who meet one of the following conditions can apply to take the exam:
(1) have a college degree (or higher vocational education) in various engineering majors, and have been engaged in engineering construction, supervision, design and other business work for more than 6 years;
(2) have a bachelor's degree or degree in engineering, management science and engineering, and have been engaged in engineering construction, supervision, design and other business work for more than 4 years;
(3) have a master's degree or professional degree in first-level disciplines of engineering, management science and engineering, and have been engaged in engineering construction, supervision, design and other business work for more than 2 years;
(4) have a doctorate degree in engineering, management science and engineering.
in areas where the pilot is approved and agreed to be carried out, those who apply to participate in the professional qualification examination for supervision engineers shall have a bachelor's degree or above.
previous application requirements:
those who have a college degree or above (including junior college) in engineering technology or engineering economics and meet one of the following conditions may apply to participate in the supervision engineer qualification examination.
have intermediate professional and technical positions in engineering technology or engineering economics majors evaluated in accordance with the relevant provisions of the state, and have served for three years.
have senior professional and technical positions in engineering technology or engineering economics that are evaluated in accordance with the relevant provisions of the state.
the following adjustments are made to the exam:
the examination results are managed on a rolling basis for a period of 4 years, and only by passing all the examination subjects in four consecutive examination years can the professional qualification certificate of supervision engineer be obtained.
the national syllabus, proposition and organization of the examination are unified.
The professional subjects are divided into three professional categories: civil and architectural engineering, transportation engineering, and water conservancy engineering.
Additional items: those who have obtained a professional and registered to take the examination of other professional subjects can be exempted from the basic subjects.
